How a GSTIN is built
A GSTIN has 15 characters: a 2-digit state code, the 10-character PAN, an entity number for that registration in the state, a letter (often Z) and a check character. The check character is a base-36 weighted sum of the first 14 characters. The sample 27ABCPE1234F1ZB is Maharashtra, PAN ABCPE1234F, a person, entity 1, and check character B.
A PAN is five letters, four digits and a letter. The fourth letter is the holder type published by the Income Tax Department: C company, P person, H Hindu undivided family, F firm, A association of persons, T trust, B body of individuals, L local authority, J artificial juridical person, G government. The check character belongs to the GSTIN. State codes 01 to 38 and 97 are recognised, and 25 and 28 remain as earlier codes for Daman and Diu and Andhra Pradesh.

Questions
What does a matching check character tell me?
The last character fits the first 14. It is a typing check. Registration status lives on the GST portal.
What is the entity number?
It is the 13th character. The number 1 is the first registration of that PAN in that state, and later registrations use 2, 3 and then letters.
Which state codes are earlier ones?
Code 25 is the earlier code for Daman and Diu, and code 26 is the merged union territory. Code 28 is the earlier code for Andhra Pradesh, and code 37 is the later one.
Why does a PAN stop at the format?
The Income Tax Department publishes the 10-character pattern and the holder-type letter. The extra check character is what the GSTIN adds.
