Length and robots
The note compares the title with 50–60 characters and the description with 120–160. Those are guides for a search snippet, not a rule a search engine publishes as a hard limit. The robots tag is index or noindex, plus follow or nofollow.
Open Graph uses the title and description unless you fill the optional overrides. Twitter is set to summary_large_image. The image URL is not downloaded here.

Questions
Does noindex remove a page that is already indexed?
The tag asks search engines to drop the page when they next fetch it. It is not instant, and robots.txt must still allow the fetch.
Should the canonical be a different page?
Only when this URL is a duplicate. Otherwise the canonical is this page’s own URL.
Will the image show in the snippet?
Search snippets and social cards are different. Use the Open Graph preview for the card, and the SERP preview for the title and description length.
